노인빈곤의 실태와 사회경제적 영향 분석 연구

본 연구에서는 노인빈곤의 실태 및 원인분석과 노인빈곤 완화 정책들에 대한 평가와 주요 사회보장제도의 빈곤감소효과가 어느 정도인지 살펴보았다. 이외에 해외사례로 공적연금과 공공부조제도가 노인빈곤 완화에 주는 영향, 노인 삶의 질이 높은 국가로 독일과 호주사례를 분석하였다.

경제

국제 에너지 시장 변화와 한ㆍ중동 에너지 협력 다각화 방향

본 보고서에서는 국제 에너지 시장의 구조적 변화와 중동 지역의 지정학적 관계 변화에 따라 우리나라의 향후 대중동 에너지 협력의 방향을 모색하고자하며 특히 최근 국제 에너지 시장의 공급 및 수요 변화를 대중동 주요 수입 부문인 석유 및 가스 분야를 중심으로 조망하고 중동 주요 산유국의 에너지 정책 측면에서 대응 전략을 살펴본다. 또한 중국, 일본, 인도 등 우리나라와 비슷하게 대중동 에너지 의존도가 높은 에너지 수입국의 대중동 에너지 협력 현황을 비교하고 우리나라의 대중동 에너지 협력의 다변화 방향을 모색하기 위한 정책적 시사점을 제시하고자 한다.

리쇼어링Reshoring 추진전략과 과제

본 연구는 글로벌 통상환경의 변화 속에서 우리나라의 유턴법과 성과분석을 중심으로 주요국의 유턴 정책과 사례 비교를 통해 우리나라 유턴 정책의 방향성을 제시한다. 최근 지속되고 있는 미-중 갈등은 탈중국 수요의 증가로 이어질 것으로 전망되는 가운데 금융위기 이후 확대된 보호무역주의 역시 당분간 이어질 것으로 예측되며, 바이든 정부하에서도 보호무역 성향의 지속에 따라 주요국의 공급사슬 국내화가 이루어질 것으로 예상되어 특히 코로나19의 확산에 따라 주요국은 글로벌 가치사슬 재구축을 시도하고자한다.

플랫폼 노동 종사자 보호방안 마련을 위한 실태조사

디지털전환이 사회·경제적화두다. 그 중심에는 플랫폼 경제가 있다. 상상할 수 있는 거의 모든 것이 디지털 네트워크상에서 거래되고 우리는 그것을 플랫폼이라고 부른다. 노동도 예외가 아니다. 이제 우리 주변에서 플랫폼노동자를 흔히 볼 수 있게되었다. 코로나19 팬데믹으로 인한 사회적 거리두기는 역설적으로 ‘연결하기’를 위한 필수노동을 수행하는 배달노동자의 존재를 더욱 두드러지게 만들었다. 이륜차를 이용한 배달원의 사고나 택배기사의 과로사가 사회문제가 되면서 이들을 위한 대책이 요구되었는데, 이때도 ‘플랫폼 노동자 보호방안’이라는 과제로 논의가 진행되고 있다.

우리나라 에너지수급 구조는 에너지안보 및 기후변화 대응에 상당히 취약하며, 신재생에너지 활용실적이 극히 미흡한 상태로 정부는 에너지신산업 발굴 및 활성화, R&D 역량강화 및 기술융복합화, 해외사업진출 지원 등을 적극 추진 중이다. 한편, 세계 신재생에너지 시장의 중심은 유럽 지역에서 개도국(중국 등) 권역으로 이동 중이며, 신재생에너지의 경제성이 급속히 향상되고 있기에 본 연구는 국제 신재생에너지 정책변화 및 시장분석을 통해, 신재생에너지 정책현안의 효과적 해결을 위한 정책 시사점을 도출하는데 목적을 둔다.

코로나19 이후 대도시 집중-분산 이슈 탐색

본 연구는 코로나19로 인해 매우 급속하게 변해가는 거시적 환경 속에서 주거․업무 환경의 비대면 일상을 받아들이는 사람들의 행동 변화가 대도시의 지속적인 생활양식으로 이어진다면, 장기적으로는 대도시의 사회․공간적 변화와 연결될 것으로보고 코로나19가 촉발한 비대면 증가가 대도시 공간구조를 변화시킬 것인가라는 문제의식하에, 코로나19로 인해 일어나고 있는 여건 변화와 영향을 검토하고 대도시 집중-분산이라는 이슈를 고찰해 봄으로써 향후 대도시 발전 방향의 시사점을 모색해보고자한다.

2021 항공운송산업전망

미래에 대한 불확실성이 지속 증대되어 오고 있으며, 특히 2020년은 코로나19로 사회 경제 패러다임 변화 직면하였고 항공운송산업에 대한 실효성 있는 정책 방향 수립과 정책 집행 지원을 위해서는 지속적인 산업에 대한 모니터링 필요하다. 또한 항공운송산업 전망을 기반으로 하는 항공운송산업 경쟁력 강화 전략 미흡하기에 전략적인 항공운송산업 전망이 시급하가에 본 연구는 2021년 항공운송산업 내부요인, 외부환경, 전략요인을 전망하고 정책적 시사점을 제시하고자 한다.

본 보고서는 5G 기술 활용을 통해 성과를 낼 것으로 기대되는 산업을 중심으로 새롭게 시도되는 다양한 통신 서비스 비즈니스 모델을 살펴보고 5G 분야의 지속적 성장과 이를 통한 연관 산업의 부가가치 확대를 위해서 5G의 속성을 반영한 비즈니스 모델 개발 방법론을 정립하고자하며 이와 함께 5G 서비스 도입에따라 살펴보아야할 통신 정책은 어떠한 것이 있는지 점검하고자 한다.

가출청소년 지원 강화를 위한 청소년복지시설 재구조화 연구

이 연구의 목적은 가정 밖 청소년의 특성과 욕구에 부합하고 사회적 환경변화에 맞는 청소년복지시설의 체계적인 운영방안을 모색하기 위해 가출청소년의 자립지원 지원체계의 모색과 더불어 궁극적으로는 청소년쉼터를 중심으로 청소년복지시설 전반의 구조와 기능 등의 재구조화 방안을 제안하는 것으로 본 연구에서는 가출청소년 관련 현황에 대한 분석보다는 청소년쉼터의 현황 및 개선방안 제시와 더불어 자립지원 방안에 초점을 맞추고, 최종적으로 관련 복지시설 개편방안 제안에 초점을 두고자한다.

방문형 재가급여 수급자의 주거환경 및 서비스 제공환경 개선방안 연구

본 연구는 방문형 재가급여 서비스를 이용하는 수급자의 주거환경이 수급자의 일상생활에 어떠한 영향을 미치며, 동시에 서비스 제공자의 근무환경이 되는 수급자의 주거환경이 서비스 제공자의 업무 부담을 완화하기 위해 어떻게 변화해야 하는지에 대한 질문에서 시작되었다. 본 연구에서는 재가급여 수급자가 자신의 집에서 편안하고 안전하고 생활함과 동시에 서비스 제공자에게도 수급자의 집이 적합한 근무 공간이 되기 위한 정책 과제를 제안하였다.

김정은 정권 통치담론과 부문별 정책변화: 텍스트마이닝을 이용한 담화·연설분석

본 연구는 2012~2020년 1월까지 김정은 담화 ‧ 연설에 대한 텍스트마이닝 분석과 정성적 분석을 통해서 대내외 환경 변화에 따른 김정은 정권의 분야별 정책변화를 정치, 경제, 사회문화, 군사, 외교 ‧ 핵, 대남 분야로 구분하여 각 분야별 정책 분석은 주요 사건이나 이벤트를 기준으로 시기를 구분하고, 시기별로 전략패턴과 정책 행태가 어떻게 변화하는지를 분석하기위해 시기 구분, 텍스트마이닝 분석, 정성적 분석으로 진행하고자한다.

정부부문 부패실태에 관한 연구

본 연구는 2000년부터 매년 실시되어 온 한국행정연구원의 계속과제로서, 공직자의 부조리 성향이나 취약부분에 대한 파악을 통해, 반부패 정책수립의 기초자료를 제공하기 위한연구로써 우리나라 공직자의 청렴성을 평가하고, 그 결과에 따른 다양한 반부패 정책적인 대안 모색에 기여하며 많은 연구자들의 반부패 정책 연구에 필요한 기초 자료를 매년 제공하여, 반부패 연구의 학문적 발전에도 기여하고자한다.

COVID-19 대응 온라인 개학에 따른 초, 중, 고등학교 원격 수업 실태 및 개선 방향 탐색

본 연구는 COVID-19 대응을 위해 전국의 초, 중, 고등학교가 온라인 개학에 따라 원격 수업을 실시하고 있는 현 상황에서 학교 현장이 원격 수업을 위한 기반을 갖추고 있는지, 원격 수업이 어떻게 이루어지고 있는지, 원격 수업에 대한 교사, 학생, 학부모의 인식 및 요구는 어떠한지 등을 조사함으로써 원격 수업 안착을 위한 개선 방향을 탐색하는데 목적을 두고 있다. 본 연구에서는 문헌연구를 중심으로 국내외 원격 수업 운영 기반을 탐색하였고, 설문조사 및 면담을 통해 초, 중, 고등학교 원격 수업 운영 실태를 알아보았으며, 초, 중, 고등학교에서 운영 중인 원격 수업 사례를 발굴하였다.

본 연구는 미국과 중국의 대표 데카콘 기업의 사례분석을 통해 정책 시자점을 도출하고자 하며, 한국의 정책 방향을 제시하면서 성공적인 연쇄 창업가 육성과 글로벌 인재 육성, 국가 차원의 전략적인 수요 조성, 글로벌 시장과의 연계성 강화를 통한 충분한 성장 기반 구축, 신기술 기반의 비즈니스 규제 완화, 신산업 진출에 대한 규제 완화, CVC 제도 개선 및 M&A 활성화를 하고자한다.

농촌 다문화가정 청소년의 사회적응에 영향을 미치는 요인과 시사점

최근 외국인 근로자 유입과 국제결혼의 증가로 인해 우리나라에 다문화가정 청소년이 증가하였고, 특히 농촌 다문화가정 청소년의 원활한 한국 사회적응이 중요한 문제로 부각되었다. 본 연구에서는 문헌 및 통계자료 검토, 면접조사, 계량모형을 이용하여 농촌 다문화가정 청소년의 사회적응 형성요인을 가정 및 학교 구성원과의 관계 형성을 중심으로 파악하며, 농촌 다문화가정 청소년의 인구·사회학적 특성과 다문화가정 청소년 지원정책 수혜를 중심으로 사회적응 결정요인을 분석하였다.

지속가능발전 정책개발을 위한 기획연구

본 연구는 향후 우리나라의 지속가능발전 정책 추진을 위한 주요 현안과 과제를 도출하는 것으로 목적으로 하며 정책연구 목표는 지속가능발전 거버넌스 강화, 지속가능발전 정책정합성 강화, 안정적인 지속가능발전 이행을 위한 재원 강화, 산업 부문의 지속가능발전 경쟁력 강화, 지구/지역 SDGs 이행 촉진을 위한 국제협력 확대를 제시하고자한다.
