팬데믹 시대의 민주주의와 공동체 '한국모델'의 모색

본 연구는 팬데믹 시대가 국가를 비롯한 공동체를 ‘커먼즈’로서 다시 사유하고 ‘정치적 우애’를 통해 집단 주체성을 적극적으로 재구성할 것을 민주주의의 과제로 제시한다는 점을 논증하고자 한다. 특히 한국을 비롯한 이른바 ‘아시아’의 상대적 방역 성공을 두고 유교적 정치유산이나 개인주의 결핍이라는 등 낡은 유럽중심주의적 시각이나 체제경쟁에 따른 냉전적 시각마저 노정하는 해석을 내놓는다. 커먼즈란 단순히 공유지나 공유자원 같은 것이 아니라 공동체의 구성원이 스스로를 주체화함으로써 공적인 영역을 만들어내고 변화시키는 과정 자체를 뜻한다.

중국의 일국양제 20년 평가와 전망

본 연구에서는 홍콩과 마카오, 타이완을 중심으로 중국의 일국양제 20년 및 양안관계를 평가하고 향후 전망에 대해 살펴봤다.본 연구는 다양한 측면에서 일국양제 시행 20년을 실증적으로 분석함으로써, 기존 연구보다 일국양제에 대해 한층 객관화된 평가를 했다는 의의를 가지고 있다. 그리고 시진핑 시기 중국의 국가전략 변화와 미·중 패권경쟁이라는 새로운 환경 속에서 일국양제가 어떻게 전개될 것인지, 그리고 그에 따른 영향은 어떨 것인지 분석했다는 점에서 시기적으로도 필요한 연구라고 할 수 있다.

국내 한계기업 결정요인 분석과 시사점

본 연구는 국내 제조업의 한계기업에 관한 다양한 실증 분석과 사례분석을 통하여 최근 국내 한계기업 증가 원인 분석과 시사점 도출을 목적이다. 본 연구는 다양한 실증 분석과 사례 분석을 통하여 ① 규모 중립적이며 업력을 고려한 한계기업 관련 정책의 필요성, ② 한계기업 완화를 위한 기업 단위의 구조조정 촉진 정책의 유효성, ③ 장기 한계기업 증가와 정책금융의 관련 가능성, ④ 산업 특성에 따라 차별화된 금융지원정책 운용의 필요성 등의 시사점을 도출하였다.

플랫폼 노동자의 사회적 권리 보장 연구

본 연구는 기술발전과 노동시장 변화를 배경으로 증가하고 있는 노동의 형태인 ‘플랫폼 노동’에 초점을 맞추어 플랫폼 노동자의 사회적 권리 보장의 현황을 파악하고 이를 개선하기 위한 방안을 모색하고자 하였다. 기존의 연구와 달리 본 연구에서는 플랫폼 노동자의 불안정한 사회적 권리를 기업-노동-사회 간 사회계약의 약화로 개념화하고 노동, 사회보장, 그리고 숙련개발 측면에서의 정책적 대응을 통해 새로운 사회적 계약을 구성해야 한다고 제언하였다.

주요 제조업의 온실가스 배출 탈동조화 촉진 방안 연구

파리협정 이행을 위한 시스템 구축이 대부분 완료됨에 따라 온실가스 감축이행에 대한 국제적 압박이 본격화될 전망이다. 그러나 국내 온실가스 배출 현황을 보면 아직 갈 길이 먼 상태이다. 따라서 우리나라 주요 제조업의 온실가스 배출 탈동조화 현황 및 요인을 점검하고, 저탄소경제 구축을 위한 탈동조화 촉진방안 도출이 필요하다. 본 연구는 주요 제조업별로 차별회된 전략이 필요함을 밝히고 보다 진일보한 온실가스 감축기술 상용화에 노력하고 국내 추가 감축기술 보급에 힘써야 함을 강조하였다.

참여형 공간계획 구현을 위한 softGIS 필요성과 시사점

2000년대 이후 전문가 중심의 공간계획의 한계가 드러나면서 주민이 공간 의사결정에 참여하도록 하기 위한 참여형 계획도구가 개발되었으나, 대중의 참여를 촉진하기에는 한계가 있었다. 최근 ICT 발전으로 개인이 의견을 쉽게 제시할 수 있게 되었고 대량 데이터의 수집이나 분석도 쉬워지면서 다수 주민의 경험지식을 분석.시각화하여 기존의 공간계획에 통합하는 계획도구인 softGIS가 주목받고 있다. 본 연구는 softGIS 활용이 주민참여 폭 확대 및 공간계획의 질적 제고에 기여할 것으로 판단하여 수행하였다.

자율주행 교통물류체계 미래 전망과 정책제언

최근 정부는 제4차산업혁명을 국가 정책 의제로 삼고 다양한 분야의 기술개발을 지원하고 이를 위한 규제 완화 정책을 추진하고 있다. 특히 완전한 자율주행기술을 실현하기 위해서는 차량 기술뿐만이 아니라, 도로교통 인프라 기술의 혁신이 반드시 동반되어야 한다. 본 연구에서는 향후 5년간의 중기와 10년에서 30년에 이르는 장기 관점의 미래 교통물류 분야의 전망을 통해 정부가 주목해야 할 교통물류 분야의 기술 분야와 이를 지원하는 교통물류 분야의 기술을 조망하고 정책 제언하고자 한다.

OTT 동영상 서비스가 확산되면서, OTT 서비스 규제방향에 대한 관심이 증대하고 있으나 이를 두고 여러 이견이 존재한다. 본 연구는 일반인들이 (1) 주요 OTT 서비스에 대해 각각 TV 방송과의 유사성 정도를 얼마나 인식하며, (2) 이러한 인식이 OTT 서비스 규제에 대한 태도에 어떠한 직·간접적 관계를 지닐 수 있는지, 그리고 (3) OTT 서비스의 방송 유사성 인식이 영상미디어 서비스의 어떠한 공통적 속성의 인식에 기반을 둔 것인지 등을 실증적으로 규명할 목적으로 수행되었다.

청소년의 혐오표현 노출실태 및 대응방안 연구

이 연구는 편견과 차별, 혐오표현에 관한 청소년 대상 최초의 대규모 조사로서 다양한 유형의 혐오집단과 혐오표현 형태에 대한 청소년의 노출실태를 파악하여 이에 필요한 정책적 대응방안을 마련하고자 하였다. 연구방법은 외국사례 분석을 통해 교육프로그램과 제도적 장치에 대한 시사점을 도출하였다. 조사연구로써 전국단위의 설문조사를 통해 초ㆍ중ㆍ고등학교 청소년 6,000명에 대한 혐오 실태를 분석하였고, 청소년 면접조사와 전문가 면접조사를 실시했다.

사회보장정책 효과성 평가 국제비교 연구

본 연구는 저소득 노인을 대상으로 수행되고 있는 미국과 영국 그리고 한국의 주요 소득보장제도의 빈곤과 불평등 감소 효과를 사례연구와 소득재분배효과 분석을 통해 파악하였다. 본 연구에서 시장소득을 적용한 빈곤율의 경우 한국과 비교국가와의 차이가 크지 않은 것으로 나타났지만 경상소득 또는 가처분소득 등 정부의 소득재분배 정책을 반영한 경우 빈곤감소 효과의 차이가 적지 않은 것으로 나타났으며, 특히 영국과의 차이가 큰 것으로 나타났다.

남북접경지역 발전방안 법제연구

접경지역은 향후 통일시대에 남북을 연결하는 최우선적 통과지역임과 동시에 남북교류ㆍ협력 시험장으로서의 성격을 가진다.본 보고서는 접경지역을 발전시키고자 하는 정책적 및 입법적 목적을 법치의 구체적 실현이라는 측면에서 설계할 수 있는 기초를 제공할 수 있을 것으로 기대되며, 경지역 발전을 위한 입법수요를 조사하고 입법적 분석과 대안을 제시하여 향후 관련 입법개정에 필요한 법적 자료를 제공할 수 있을 것으로 기대된다.

공공부문 디지털 트랜스포메이션 전략에 관한 연구

빠르게 발전하고 있는 디지털 기술의 활용은 개인의 삶에서부터 국가의 경쟁력에 이르기까지 엄청난 영향력을 가지게 되었고, 이에 디지털 트랜스포메이션의 중요성이 강조되고 있다. 본 연구에서는 디지털 트랜스포메이션에 대한 선행연구 분석, 국내외 사례 분석, 공무원 인식조사 등을 통하여 디지털 트랜스포메이션의 장애요인과 성공요인을 분석하고 공공부문 혁신을 위한 디지털 트랜스포메이션 추진전략 및 이행방안, 그리고 디지털 트랜스포메이션 추진 로드맵을 제시하였다.

느린 학습자 선별을 위한 체크리스트 개발

본 연구는 느린 학습자의 현황과 지원 실태 분석 및 이들을 위한 맞춤형 교수학습 지원 방안 마련을 위해 교실 내 느린 학습자를 일차적으로 선별할 수 있는 체크리스트를 개발하는 데 목적이 있다. 학교 현장에서 관찰될 수 있는 느린 학습자의 특성들을 바탕으로 검사 문항을 개발함으로써 학교 현장에서 활용하기 쉬운 1차 선별 도구를 보급하고, 빠른 개입이 요구되는 느린 학습자들에게 필요한 지원 방안을 수립하도록 일조하는데 연구의 궁극적인 방향을 두었다.

기술사업화 정책 20년의 진단과 새로운 전환

2000년 1월「기술이전촉진법」의 제정으로 공공연구기관 개발 기술의 이전·사업화 촉진 및 민간의 기술이 원활히 거래될 수 있도록 관련시책을 수립·추진, 관련 기반을 확충하였다. 이 후 각 부처의 특성을 고려한 기술이전, 사업화 관련 법적/제도적 기반이 구축되었다. 본 연구는 지난 20년의 기술사업화 정책의 전개와 특징 및 성과와 한계의 이해하고, 대내외 혁신환경 변화에 부합하는 앞으로의 기술사업화 20년을 보다 효율적으로 추진해나가기 위한 방향을 모색하기 위해 진행하였다.

해양바이오기업의 규제 정비 및 산업 지원방안에 관한 연구

해양바이오 산업은 경제성장과 함께 인류가 직면하고 있는 사회적인 문제를 해결할 수 있는 유망한 분야로 주목받고 있다. 최근 코로나19 확산으로 해양수산생명자원을 활용하여 보건, 의료, 식품 분야에서 혁신적인 제품을 생산할 수 있을 것이라는 기대가 높아지고 있다. 본 연구에서는 정부의 해양바이오기업에 대한 규제 현황과 문제점을 분석하고 특성을 반영한 규제 정비방안과 산업 지원 방안을 제시하는것을 목적으로 하였다.

친환경 스마트도시로의 전환을 위한 중장기 연구개발 전략 로드맵

전 세계적으로 인구의 절반 이상이 도시에 거주함에 따라 온실가스 배출, 폐기물, 에너지 등 환경문제의 대부분은 도시에서 발생하고 있다. 스마트도시는 ICT 기술을 인프라 및 도시관리, 시민행태 등에 접목하여 한정된 자원을 가지고도 보다 친환경적인 도시로 발전할 수 있다. 본 연구는 전문가 포럼 및 세미나와 전문가단을 구성하여 중장기 연구과제를 발굴하였다. 이를 통해 도시에 ICT 및 친환경기술을 적용한 “친환경 스마트도시”로의 추진방향을 마련하고 이를 위한 중장기적 전략과 연구 로드맵을 제시하였다.
