아시아 지식(인) 네트워크 구축을 위한 토대연구

이 연구는 아시아 지역의 화해와 공존을 위해서 지역과 국가를 넘어서는 보편적 주제에 대한 지속적인 공동의 탐구와 대화가 필요하며, 이러한 공동의 탐구와 대화를 위한 플랫폼으로서 지식인 네트워크의 구축을 주장하였다. 특히 내셔널리즘과 자국중심주의의 경향이 강하게 나타나는 아시아 지역의 현실주의적 한계를 극복하기 위해서는 이 지역의 공동과제 그리고 인류공동체의 미래를 구상하기 위한 보편적 어젠다를 발굴할 필요가 있다. 따라서 이 연구는 아시아의 미래를 함께 구상하는 인문 지식인을 발굴하여 지식인의 인적 교류와 지적 교류를 활성화하는 방안을 모색하고자 하였다.

신남방지역 온라인 플랫폼 시장 분석과 시사점

최근 신남방지역(아세안 10개국 및 인도)의 온라인 플랫폼 시장의 성장세가 뚜렷하다. 신남방지역 국가들이 적극적으로 디지털 경제정책을 추진하는 가운데, 코로나19를 계기로 온라인 플랫폼을 중심으로 한 비대면 경제·사회 활동(전자상거래, 디지털 금융, 헬스케어, 교육, 콘텐츠 등)에 대한 수요가 더욱 증가할 것으로 전망된다. 본 연구는 신남방지역 온라인 플랫폼 시장의 발전수준과성장영역, 신남방지역 주요국의 관련 제도와 정책, 그리고 미국, 중국, 호주 등 주요국의 대신남방지역 정책과 전략을 연구하여 우리 기업의 진출 및 관련 정책수립에 대한 시사점을 제시하였다.

포스트 코로나 시대 그린스완에 대처하는 산업계 대응의 글로벌 동향

기후변화가 초래하는 경제적 손실과 금융 영향에 관한 실증이 축적되고 논의가 활발해지면서 기후변화는 그린스완으로 분류되었다. 그린스완은 미래에 확실히 발생하는 반면, 발생 시기와 영향은 예상할 수 없고, 복잡성이 매우 높은 '불확실한 위험'을 가르키는 용어이다. 본 연구는 포스트 코로나 시대에 그린스완으로 분류되는 기후변화가 금융과 산업에 미치는 위험 요인의 이해와 선제적 대응에 필요한 기초 자료를 제공한다. 특히 기업을 중심으로 하는 산업계 관점의 그린스완 대응방안에 중점을 둔다. 이를 통해 그린스완에 대한 국내 산업계의 선제적인 대처방안을 모색한다.

청년층 일자리 현황과 변화 전망

본 연구는 청년 일자리의 현황과 변화를 전망하고, 청년 일자리의 실효적 개선을 위한 정책적 시사점을 제공하는 데 목적을 둔다. 코로나19의 부정적 여파로 청년층의 고용동향이 과거와 확연히 다른 추세로 접어든 만큼, 청년 노동시장의 고용충격을 분석 가능한 범위내에서 면밀히 살펴보고, 이를 바탕으로 코로나19 충격과 향후 유사 경제․감염병 위기에 대응하기 위한 정책방향을 모색하였다. 청년 고용문제를 접근함에 있어 기존의 전통적 분석틀을 포괄하면서, 코로나19 위기가 가져온 일자리의 양적/질적 변화를 파악하고 이를 반영한 청년층 노동시장의 향후 모습과 개선방안을 모색하였다.

에너지·자원

고형연료 발전시설 관련 주민수용성 문제 사례 분석

고형연료는 가연성 폐기물을 파쇄·건조하여 연료화시킨 고체연료로, 2008년 유가급등으로 인해 불안정해진 에너지시장에서 대체에너지로 각광받아 왔다. 하지만 환경오염물질 배출 등에 대한 집단 민원 및 갈등이 발생하면서, 최근 고형연료 관련 사업들은 운영에 있어서 차질을 빚고 있다. 본 연구는 고형연료 발전시설과 관련하여 집단 갈등이 발생한 주요 사례를 분석하였다. 고형연료 관련 정책의 변화 흐름을 파악하고, 주요 사례별 쟁점을 조사하여, 고형연료 발전시설 관련 집단 갈등의 특징을 정리함으로써 갈등 해결을 위한 정책 방향 수립에 기여하고자 하였다.

국토개발

1인가구 연령대별 주거취약성 보완 방안

독립적 삶에 대한 추구, 인구 고령화 등 개인적 사회적 요인과 선택의 결과로 1인가구가 전국적으로 가파르게 증가하고 있고, 1인가구의 형태도 다양화 되어 새로운 정책 대응을 요구하기에 이르렀다. 이에 본 연구는 연령대를 구분하여 통계분석과 함께 심층인터뷰를 진행하여 1인가구의 특성 및 변화를 다각도에서 검토하였다. 더불어 1인가구의 변화양상을 연령대별로 구분하고 심층분석하여 1인가구 주거취약성 보완을 위한 방안을 제시하는 것을 목적으로 하며, 시도별 1인가구의 구성과 주거이슈의 내용을 분석하여 지역적 특성을 고려한 1인가구 정책 대응의 필요성을 도출하였다.

수송·교통

사람 중심의 교통정책 개발을 위한 시민참여 연구협력

우리나라 교통정책은 과거 도로, 철도, 공항 등 사회간접자본(SOC) 공급 위주에서 국민이 체감하는 정책과 기술 그리고 가계 지출을 감소시킬 수 있는 정책 방안들을 제시하고 있다. 본 사업의 목적은 첫째, 시민정책연구위원의 선정과 활동이다. 둘째, 시민정책연구위원의 연구이슈 평가와 연구참여이다. 이를 통해 정책고객이 체감하는 연구를 수행하여 연구 결과 측면에서 국민과 정부가 더욱 만족할 수 있는 연구성과 제시가 가능할 것으로 기대되며, 직접 연구 수행을 제안할 수 있는 채널이 마련되었기에 연구 수행의 시의성이 확보되어 정책대안 또는 문제 해결 방안 도출이 기대된다.

공적 경험의 변화에 따르는 포용적 사회로의 이행전략 제시

'공적 경험'은 사적 경험, 즉 사적 편익을 갖는 활동과 대비되는, 직간접적인 여론 형성 과정 등 시민으로서의 공적인 영역에서의 활동을 총칭하는 개념이다. 지능정보기술 사용의 보편화는 산업과 생활 속에서의 사적 활동뿐만 아니라 공적 경험에도 영향을 끼친다. 본 연구는 4차 산업혁명 환경에서 지능정보기술 사용의 보편화로 인한 공적 경험의 변화 특징을 살펴보고 디지털 전환에 의한 공적 경험의 변화가 포용적 사회로의 이행에 기여하는 방안을 제시하고자 하였다.

사회문제

공무원의 성평등 역량진단과 정책방안: 고위공무원을 중심으로

최근 정부 혁신과 미투 운동의 영향으로 고위공무원의 위상 및 역할에 변화를 요구받고 있어, 젠더 이슈가 정부 혁신의 주요 의제가 되면서 정부 조직문화 또한 성차별을 개선하고 성평등한 환경을 조성해야 한다는 요구도 커지고 있다. 정부 정책의 실질적 성평등 실현을 위해 8개 중앙행정기관에 양성평등전담부서를 설치한 바, 정책을 실행하는 공무원의 성평등 역량을 제고해야 한다는 요구도 커져 특히 정책의 성평등을 제고하기 위해 정책 결정·집행과정에서 의사결정 권한이 크고 조직문화 형성에 주도적인 영향을 미치는 고위공무원의 성평등 역량을 진단하고 강화하는 방안 마련하고자 한다.

보건·사회복지

돌봄종사자를 위한 비대면 권익보호 서비스 활용 방안

돌봄의 중요성이 커져감에도 불구하고 돌봄종사자의 권익 개선은 속도가 더디다. 코로나19와 같은 감염병 위기 하에서도 돌봄을 쉴 수 없는 돌봄종사자는 필수노동자라는 명칭까지 얻었으나, 권익보호를 위해서는 대대적인 제도 개선이 필요한 상태이다. 본 연구는 제도 개선에 병행하여 돌봄종사자의 권익보호를 위해 제공할 수 있는 서비스의 현황을 알아보고, 비대면 전환을 통해 감염병 위기에서도 서비스를 유지하면서 동시에 접근성을 강화할 수 있을지 방안을 모색해보았다. 연구결과를 토대로 비대면 권익보호 서비스 및 이를 위한 정책적 과제들을 제안하였다.

남북 경제특구 간 연계방안 논의의 법적 검토

2018.9.「9월 평양공동선언」채택 후, 서해경제공동특구 및 동해관광공동특구 조성에 관한 합의가 이루어져 추진시 논의되어 온 평화․통일경제특구를 하위에 둘 것으로 보이나, 구체적인 방안에 관해서 연구 및 검토가 필요해, 본 연구는 과거 남북경제특구 간 연계 등과 관련한 논의의 법적인 검토를 통해 대북제재조치 및 기타 국제, 국내법 관련해 즉시 실현이 어려운 부분 등을 분석 후, 법적 측면에서 평화/통일 경제특구 관련 논의 중 저임금 위주의 북한 근로자 다수 고용 모델을 중심으로 한 새로운 특구 모델의 검토가 필요함에 따라 경제특구 연계관련 법제 정비를 준비하고자한다.

공직 내 세대변화에 대응한 인적자원관리 방안

베이비붐 세대가 공직사회에서 퇴직하고, X세대, Y세대, Z세대 등 새로운 세대로 구성되는 공직사회의 미래를 대비하기 위한 세대별 특성 및 가치지향 연구가 필요하며, 이에 기반하여 인적자원관리 정책의 방향과 구체적인 방안을 설정할 필요가 있다. 본 연구는 중앙부처 공무원을 대상으로 세대 간 인식격차를 조사하고 이를 토대로 인적자원관리의 방향과 대안을 도출하고자 하였다. 직급체계, 채용, 승진, 보직관리와 인사교류, 퇴직 및 이직의 5가지를 연구범위로 하여 세대 간 인식차이를 규명하고, 공직의 세대변화에 대응한 인적자원관리 변화의 방향을 도출하고 관리방안을 모색하고자 하였다.

교육

사교육 모니터링 체계 구축 방안 연구

지난 사교육 연구 및 정책의 관점이 비용이나 규모 측면에 집중되어 왔지만 사교육 수요나 규모는 꾸준히 증가해왔고, 사교육에 대한 국민의 인식도 거의 변화가 없는 것으로 보인다. 사교육 실태 분석 및 진단이 비용 중심으로 굳어지면서 정책의 방향이나 효과 또한 제한적이었다. 이에 따라 본 연구는 사교육 모니터링의 관점을 아동·청소년의 삶을 중심으로 하고, 그들을 둘러싼 다양한 영역 및 영역 간 사교육 실태를 통합적으로 분석하는 포괄적 의미의 사교육 모니터링 체계를 구상할 필요가 있다고 보고 연구를 진행하였다.

과학기술

해양수산 분야 기술 대외의존도 분석연구- 스마트항만을 중심으로 -

본 연구는 해양수산 분야의 스마트화 추진에 있어 상징적인 분야인 스마트항만에 대해 기술의 대외의존도를 분석하고 의존도가 높은 기술분야에 대한 투자우선순위를 제시하고자하며, 객관적, 과학적 분석을 위해 주요국에서 출원된 스마트항만 관련 특허를 기반으로 주요 연구주제 분류 및 주제별 세부기술을 도출하였고 세부기술의 대외의존도를 분석하기 위해 기술력지수 기반 대외의존도 분석 및 시장확보지수-특허피인용도지수 기반 분석을 동시에 수행하여 이를 통해 주요국별 기술별 기술개발 투자동향도 파악과 해양수산분야 중장기 기술개발 방향 수립도 활용이 가능할 것이다.

농림·해양·수산

FTA 직접피해보전제도 운용실태 분석과 개선방안 연구

폐업지원제도는 2013년부터 현재까지 다수의 품목에 대한 폐업을 지원하면서 해당 품목의 가격이 상승하거나 생산성이 높아지는 등의 긍정적 효과와 폐업지원금 부정수급과 풍선효과 등의 문제점을 동시에 가지고 있다. 또한, 한·중 FTA 발효일로부터 5년간 한시적으로 운영되는 폐업지원제도는 조만간 일몰을 앞두고 있다. 따라서 이 연구는 동 제도에 대한 폐지 또는 연장 여부에 대한 논의를 위해 그간 운영된 폐업지원제도의 정책성과들을 객관적으로 평가하고, 폐업지원제도 연장을 대비한 제도 개선방안을 마련하고자 수행되었다.

환경

친환경적 데이터 응용기술 활용 정책개발을 위한 기획연구

21세기에 들어서면서 데이터 수집, 축적, 분석, 확산과 관련된 데이터 응용기술이 급속하게 발전하였으나 데이터 응용기술이 환경에 미치는 영향은 불확실하며, 데이터 응용기술의 사회경제적 파급효과 규모는 불확실하며, 사회경제적 변화가 환경에 미치는 영향도 불확실하다. 데이터 응용기술 확산에 따른 잠재적 환경 부담을 완화하고, 데이터 응용기술을 활용하여 환경정책의 개선을 도모하는 환경정책 개발이 필요한 시점으로 이에 본 연구는 새로운 환경정책연구를 파악하고, 정책연구 로드맵을 구축하는 것이 목적으로한다.
