한국형 그린 뉴딜 전략 개발 연구

본 연구에서 그린 뉴딜은 기후 및 환경위기의 극복을 위해, 이러한 위기를 야기한 기존 경제 및 사회구조를 지속가능한 경제 및 사회구조로 전환하기 위한 국가전략을 의미한다. 본 연구에서 제시된 그린 뉴딜 전략은 단순히 코로나19 이후 경제위기의 단기적 친환경 경기부양책을 넘어, 장기적으로 진행되는 기후 및 환경위기에 대응하는 장기 구조전환전략이라는 점에서 차별성을 지니며, 오히려 코로나 19 이전에 발표되고 추진되고 있은 EU의 그린 딜 전략과 유사한 성격을 지닌다. 본 연구가 제안한 전략의 국가비전은 ‘지속가능미래를 위한 녹색전환 선도국가’이다.

중국의 농식품 무역과 통상분쟁 연구

이 연구의 목적은 세계적으로 보호무역주의가 확산하고 비관세조치와 무역관련 규범들이 강화되는 상황에서 우리의 최대 무역 파트너인 중국의 농식품 관련 무역 동향 및 통상분쟁 사례에 대한 체계적인 분석 결과에 기초해 우리 농정에 참고할만한 시사점을 제시하는 것이다. 이 연구의 주요 내용은 크게 중국의 농식품 무역구조 변화와 전망, 한중 농식품 무역구조와 주요 통상 이슈, WTO 농식품 관련 통상분쟁 현황 및 주요 쟁점, 중국의 WTO 농식품 관련 통상분쟁 사례 분석, 정책적 시사점 등 다섯 부분으로 구성되었다.

산업

혁신도시 입주 기업의 성과분석 및 산업생태계 구축방안

혁신도시 내로 기업 입주가 시작된지 7년이 경과 했지만, 현재까지 혁신도시 입주 기업만을 대상으로 한 체계적인 조사와 연구가 부재한 실정이다. 또한 혁신도시별로 산업생태계가 구축되어야 한다. 본 연구에서는 혁신도시에 입주한 기업을 대상으로 혁신도시 입주가 정량적·정성적으로 어떤 성과를 가져다 주었는지 분석하고자 한다. 이를 바탕으로 본 연구에서는 혁신도시 내 기업 및 관련 산학연의 시너지 제고, 더 나아가 혁신도시 중심의 지역산업 생태계 구축을 위한 정책적 개선방안을 제시하는 것이 목적이다.

고령 노동과 빈곤

노인 빈곤은 한국 사회가 직면하고 있는 가장 심각한 문제로 꼽힌다. 그러나 생산연령대의 비빈곤층이 어떤 경로를 거쳐서 노년기의 빈곤에 진입하는가에 대해서는 알려진 바가 많지 않다. 노년기에 빈곤에 처한 이들이 생계유지를 위해 노동시장에 참여하는 경로 또한 마찬가지이다. 이 보고서는 패널자료를 이용한 양적 접근과 생애사 인터뷰를 통한 질적 접근을 활용하여 고령 시기의 노동궤적과 소득 빈곤의 관계를 구체적으로 살펴보았다.

해외 주요국 사례 조사를 통한 전기요금 체계 개편과제 도출 및 시사점 연구

신기후체제, 에너지전환 등 국내·외 전력산업 환경변화를 반영한 전기요금 체계 개편에 대한 필요성이 제기되고 있다. 전기요금 개편을 위한 정책연구에 앞서 해외사례에 대한 폭넓은 조사가 필요하나, 국내에는 관련 연구가 부족한 실정이다. 이에 본 연구에서는 국가별 전력산업 특성에 따른 전기요금 체계의 차이를 종합적으로 분석하는 것을 주요 목적으로, 단순히 각 국가별·사업자별 전기요금표를 비교하는 것은 의미가 없으며, 전원믹스, 전력시장 형태, 전력수급 여건, 전력 판매시장 개방여부 등 국가별 특성에 따른 요금제도 현황 및 차이를 분석하고, 이를 통해 국내 적용 시사점 발굴하였다.

보행편의지수 개발 및 활용 방안 연구

2012년 보행자의 안전 및 편의증진을 위한 제도적 기반이 마련되면서 차량 소통에서 보행자 중심으로 국가 교통정책 패러다임이 전환되었으며 지자체 보행정책도 점차 확대되어왔다. 이러한 노력에 힘입어 국내 보행자 교통사고 사망자수는 지속적으로 감소하고 있으나, 여전히 OECD 회원국 평균 대비 높은 수준을 유지하고 있다. 본 연구는 지자체 단위 보행편의 수준을 객관적, 정략적으로 측정할 수 있는 보행편의지수를 개발하고 그 활용성을 검토하며, 이를 통해 도시 보행환경의 질을 높이기 위한 국가 차원의 모니터링과 지자체 보행정책의 방향을 모색할 수 있는 기반을 마련하고자 하였다.

코로나바이러스의 확산으로 인해 사회경제적으로도 큰 타격을 받고 있고, 특히 운송업이 심각한 영향을 받고 있다. 이런 위기상황에서 2021년 육상 여객운송업 관련 정책 수립에 기여하기 위한 기초자료의 제공을 위해 단기간에 수행되어야 할 필요성이 있다. 본 연구의 목적은 2021년 육상여객운송업에 대한 전망을 제시하는 것이다. 단기 수시연구로 수행되기 때문에 코로나바이러스의 확산으로 인해 직접적으로 영향을 받는 육상 여객운송업에 대한 수송실적예측을 통해 2021년 전망치를 제시하는 것이다.

AI 미디어 환경에서 OTT 큐레이션의 다차원적 진화와 OTT 콘텐츠 이용행태 변화에 관한 연구

최근 OTT 서비스 시장은 기술적 측면에서 5G 등 대용량 영상 콘텐츠를 손쉽게 스트리밍할 수 있는 통신 기술이 상용화되었다. 환경적 측면에서 레거시 미디어의 OTT 서비스가 촉발한 OTT 서비스 지형의 재편, 국외 OTT 서비스의 국내 OTT 생태계 진입으로 국내 OTT 서비스 시장의 생존 경쟁이 본격화될 것으로 예상한다. 본 연구는 OTT 이용의 활성화로 새롭게 나타난 이용자들 간의 규범의 존재를 확인하고, TV 위주 소비때와 달리 가능해진 변화들, 특징적 시청 소비 행위, OTT 소비 콘텐츠를 선택하는 방식, 현재 큐레이션 시스템에 대한 문제점, 멀티큐레이션에 대한 전반적 수용의도를 살펴보았다.

저출산·고령사회 대응 국민 인식 및 가치관 심층조사

본 연구는 우리 사회의 ‘인구’ 현상과 관련된 가족 가치관, 연령과 세대에 대한 가치관, 인구변동 현상에 대한 국민의 인식을 파악하여 인구 정책의 기초자료를 제공하고자 실시되었다. 연구결과 가족 관련된 가치관은 과거에 비해 급격히 변화하고 있으며, 이에 반해 우리사회의 연령 규범과 연령차별에 대한 인식은 천천히 변화되고 있는 것으로 나타났다. 그러나 이들 가치관은 응답자의 성, 연령 등의 특성에 따라 큰 차이를 보여 향후 인구 정책 추진에 있어 국민의 다양한 생각에 대한 세심한 반영이 요구되어진다.

의료기관 진료비 특성에 따른 건강보험 수가 구성 요인 분석

보건의료 환경에서 수가는 자원 배분의 최적화와 건강보험의 지속가능성을 위한 전제 조건이자 국민 의료비 부담 정도를 결정하고, 의료서비스가 제공되는 환경에 영향을 주어 국민 건강 수준과도 연결된다. 최근 3차 상대가치점수 개편과 함께 수가제도 전반에 대한 개선 필요성과 방향이 논의되고 있다. 이 연구는 의료기관 진료비 분석을 통해 건강보험 수가 구성 요인의 해결과제를 파악하고, 수가제도의 개선 방안을 제시하였다. 기본진료료, 환산지수, 종별 가산제도의 개선 방안을 제안하고 시뮬레이션을 통해 재정 중립과 전달체계 기능의 관점에서 타당성을 검토하였다.

2020년 미 대선 이후 한미관계 전망에 대한 여론조사

2020년 미국 대통령 선거 이후의 한미관계에 대한 한국인들의 인식과 전망을 연구하기 위해 2020년 11월 전국 만 18세 이상 성인남녀를 대상으로 여론조사를 실시했다. 이 결과의 함의는 우리 국민은 자신이 지지하는 한국 정당의 정치적 성향을 미국의 정치 지형에 크게 투영하지는 않는다는 것이다. 즉 한국의 보수 정당을 지지하더라도, 한국의 정당 정체성(party identity)이 미국 선거에서의 태도 결정을 위한 기준점(reference point)으로 역할하지 않는다고 할 수 있다.

검찰·경찰 수사권 조정의 후속과제

검찰 경찰 간 수사권 조정에 관한 개정 형사소송법과 개정 검찰청법이 공포되고, 개정 법률의 부칙에 따라 공포 후 6개월이 경과한 때로부터 1년 이내에 대통령령 등 하위규범을 제정하여 시행하여야 하는 시간적 제약 발생하였다. 수사권 조정을 실질화하기 위한 후속과제를 발굴하고, 일반적 수사준칙 등 구체적 실천방안을 마련함으로써 정부의 후속조치 마련을 적극 지원하기 위해 연구를 추진하였다.

중등 직업교육에서의 전문교과 원격수업 실태와 향후과제

전 세계적인 코로나19의 대유행으로 정치, 사회, 경제 모든 영역에서 급격한 변화를 경험하고 있다. 교육 분야도 예외는 아니다. 비록 원격수업이 법적으로는 수업의 한 유형으로 명시되어 있지만 종전의 출결, 평가, 학생지도 등의 모든 학교 운영 시스템은 대면 환경에 맞춰져 있어 온라인 개학 이후 새로운 기준 마련이 필요해 졌다. 본 연구는 코로나19로 인해 급격하게 도입된 중등 직업교육에서의 전문교과 원격수업의 실태를 종합적으로 파악하고, 이와 연계하여 향후 논의해야 할 단기, 중장기 과제를 제안하는데 주요 목적이 있다.

블록체인 기반 연구데이터 플랫폼 구축 방안

디지털 기술이 발달하면서 연구데이터 생산 및 축적속도가 빨라지고, 세계적으로 융합연구 및 공동연구가 증가하면서 연구데이터 공유 및 활용에 대한 수요가 증가하고 있다. 그러나 국가연구데이터플랫폼, 대분야 전문센터, 소분야 전문센터 등 다양한 연구데이터 플랫폼이 존재하지만 연구데이터 관리체계 부재, 낮은 연구데이터 품질, 보상체계 부재 등으로 인해 연구데이터 공유 및 활용이 활성화되지 않고 있다. 본 연구는 블록체인이 연구데이터 공유와 활용을 촉진하는데 기여할 수 있는 가능성을 파악하고, 블록체인 기반 연구데이터 플랫폼을 구축하기 위해 고려해야 하는 요인을 도출하고자 하였다.

스트레스 테스트를 통한 우리나라 해운·조선기업의 안정성 분석

본 연구의 목적은 거시적 환경적 시장 상황 변화에 따른 우리나라 해운·조선 산업 부실 가능성과 기업의 재무적 안정성에 대해 평가할 수 있는 스트레스 테스트 모형을 개발하여 제시하는 것이다. 구체적으로 경기변동와 기업의 재무특성을 분석하여 우리나라 해운·조선기업의 부실(위험)을 파악할 수 있는 부실지수를 산출하였으며, 제안된 방법론을 활용할 수 있는 가이드 라인을 제시하고 정부 및 기업 차원에서 활용할 수 있는 방안을 제시하고 정책적으로 추진해야할 주요 사항에 대해서 제안하였다.

자연환경 최적관리를 위한 중장기 로드맵

본 연구는 자연환경 분야의 주요 이슈를 진단하고, 정책적 대응과 연계한 자연환경 최적 관리를 위한 중장기 로드맵을 수립하는 데 그 목적이 있다. 최근 여러 방면으로 검토되고 있는 국가적 자연환경 이슈인 ‘자연자원총량제 도입 이슈’와 ‘DMZ 및 인접지역 개발 이슈’에 대하여 다양한 전문가적 시각에서의 이슈 진단뿐 아니라, 정책적인 측면에서의 자연환경 최적 관리방안 도출을 위한 중장기 연구 로드맵을 구축하였다.
